Ⅱ.Core Construction Modes and Technological Breakthroughs

1. Fish-Photovoltaic Complementary 3.0 System

Double-sided PERC PV modules are erected on 4,600 mu of fish ponds in Mahe Township, realizing annual power generation of 110 million kWh on the upper layer and a 30% increase in the mu yield of aquaculture on the lower layer, fully demonstrating the advantages of space utilization.

Comparing with coal-fired power generation, it saves 31,000 tons of standard coal and reduces 80,000 tons of carbon dioxide emissions annually, and was awarded China's 2023 National Green Power Certificate, achieving energy-saving and emission reduction benefits.

2. Agro-optical technology shed

In this project, 10MW photovoltaic array is installed on the roof of the shed, which makes the conversion efficiency more than 22%, and the shed integrates automated irrigation and LED replenishment system, which lei up the vegetable production by 45%, realizing the effect of all-round three-dimensional development.

This project is invested 2 billion RMB by China Energy Conservation Group, with an annual power generation of 9 million kWh, creating agricultural value-added income of more than 430 million RMB.

3. Wind energy and light energy storage synergistic architecture

The project is also equipped with a 30MW wind storage unit, plus 100MW photovoltaic array, through the intelligent microgrid to realize 24-hour stable power supply, to achieve multi-energy complementary, so that wind and light energy synergistic use.

The photovoltaic battery adopts lithium iron phosphate battery packs, with an expected cycle life of more than 6,000 times and a system peak response time of 50ms or less.

Ⅳ.Innovative Investment Promotion and Government-Enterprise Cooperation

1. Precise investment mechanism

This project is an investment attraction mechanism and sets the entry threshold for 100MW single project, which requires the investment intensity to exceed 300,000 RMB/square kilometer and the supporting infrastructure investment to exceed 150 million RMB. In addition, a 1 million yuan credit guarantee system is implemented to ensure that the project landing performance rate exceeds 98%.

2. Policy Enabling System

In terms of policy, tax incentives + green power subsidies are provided for this project, the actual return rate of enterprises is increased to 12.6% (IRR measurement), and a localized industrial alliance has been established to attract 7 listed companies to set up regional headquarters and enhance the development of the local economy.

V. Technology Evolution and Future Planning

1. Chalcogenide Module Pilot

A 5MW test field will be deployed at Huayan Farm in 2025, with a target module efficiency exceeding 28%.

2. Hydrogen coupling program

Meanwhile, the construction of 10MW electrolytic water hydrogen production station will be completed in 2026, realizing 100% green hydrogen drive for logistics vehicles in the park.

3. Digital Twin Platform

In 2025, the deployment of AI predictive maintenance system for PV equipment in the whole area will be completed, and the operation and maintenance cost will be reduced by another 35%.
