Bird's-eye view of Hainan Ding'an Fishery-Light Complementary Photovoltaic Power Generation Project
The Hainan Ding'an Fishing and Solar Photovoltaic Power Generation Project is an innovative renewable energy project, realizing a new paradigm of three-dimensional development and leading the green economy, located in Longhu Town, Ding'an County, Hainan Province. The project covers an area of approximately 910,000 square meters and has a total installed capacity of 70 MW. The project adopts the “fish and light complementary” model that combines fishery farming and solar photovoltaic power generation, i.e., photovoltaic panel arrays are installed above the water surface of the fish ponds, while the water below is used for fish and shrimp farming. This model not only improves the efficiency of land use, but also provides a good shield for fish farming.
The construction of the project includes PV field area, collector line, 110kV booster station and transmission line engineering. Up to now, the project has completed part of the installation and put into operation on the grid, and it is expected that the average annual power generation will be more than 116 million kilowatt-hours after the completion of the whole project. In addition, the project also plans to renovate the fish ponds under the photovoltaic panels in order to further make full use of the space, promote industrial upgrading and help rural revitalization.
Since the project was completed and connected to the grid in July 2023, it has performed excellently without any safety accidents and has successfully withstood the test of a 17-step super typhoon. This not only demonstrates the excellent quality and reliability of the flexible PV mounting products of a new energy, but also gained the owner's high praise, and look forward to a deeper level of cooperation with a new energy in the future.
I. Strategic positioning and project scale
Hainan Ding'an Fishing and Solar Complementary Project is a demonstration project of “PV+Rural Revitalization” laid out by China National Energy Group in the tropical region, with a total installed capacity of 70MW, covering a planned area of 910,000 square meters, and adopting a three-dimensional development mode of “power generation on top and aquaculture underneath”, to achieve an annual power generation of over 1.5 million tons. The project has a total installed capacity of 70MW, covering a planned area of 910,000 square meters, and adopts the three-dimensional development mode of “power generation on the top and aquaculture under the bottom”, realizing an annual power generation of over 116 million kilowatt-hours, and synchronously driving the development of aquaculture industries such as Australian crayfish and freshwater duck. The project was selected as a list of clean energy demonstration projects in Hainan Province, becoming the first in South China to achieve “power production + ecological restoration + industrial poverty alleviation” three synergies of photovoltaic benchmarks.
Ⅱ.Core technology and construction highlights
1. Intelligent Photovoltaic System
The project adopts double-sided PERC high-efficiency PV panel modules, which can increase the power generation efficiency by 18% even under low-light conditions, with an average daily power generation capacity of 220,000 kWh.
The whole project deploys drone inspection and robot cleaning system, and the availability rate of PV equipment is increased to 99.2%, and the operation and maintenance cost is reduced by 40%, realizing intelligent operation and maintenance.
2. Eco-farming Innovation
Solar photovoltaic panel spacing optimized to 4.5 meters, light transmission rate of more than 65%, to provide the best growth environment for Australian crayfish, mu yield exceeded 200 kg / make, the realization of industrial composite development, the size of the enhancement of income.
And the breeding tail water purified by the photovoltaic area ecological filters for reuse, the utilization of water resources to enhance 70%, the basic realization of the circular economy.

IV. Innovative Practices of Industrial Integration
1. Government-enterprise synergy mechanism
The local Hainan government has invested 16.01 million yuan in poverty alleviation funds, constructed enterprise supporting intelligent breeding training center, trained more than 200 new vocational farmers, and implemented the “one acre with one household” help plan, the poor households through the land rent, dividends, plus labor to obtain multiple income.
2. Technical standard output
Based on this PV project, and compiled the Technical Specification for Fishing and Solar Complementation in Tropical Areas, which was awarded three national utility model patents, providing design benchmarks for similar projects. The establishment of PV array shading model accurately matches the light demand of grouper, tilapia and other multi-species aquaculture, which greatly improves the aquaculture productivity.
V. Future Expansion Direction
1. Capacity Upgrade
With the commissioning of this fishery-photovoltaic complementary photovoltaic power generation project, and the expansion of the second phase of the project in 2026, with the addition of new hairy crab and guppy culture areas, it is expected that the comprehensive output value exceeds 120 million RMB/year.
2. Hydrogen coupling
Around Ding'an area in Hainan Province and build 5MW electrolytic water hydrogen production station, to realize 100% green hydrogen drive for cold chain logistics vehicles.
3. Digital Twin
And this year, we have launched the AI farming decision-making system, and the accuracy of disease warning has been increased to 95%, which further improves the farming profitability.
